Norja uhkaa palauttaa 18-vuotiaan Taibeh Abbasin Afganistaniin – maahan, jossa hän ei ole edes koskaan käynyt ja jossa viimeisin tuhoisa isku siviilejä vastaan tapahtui vain muutama päivä sitten. Vetoa Norjan suurlähettilääseen, jotta Norja keskeyttäisi palautukset Afganistaniin!
Taibeh Abbasi on afganistanilainen, joka on syntynyt Iranissa. Hän ei ole koskaan käynyt Afganistanissa ja hän pakeni Norjaan kahden veljensä ja äitinsä kanssa vuonna 2012. He kuuluvat Afganistanissa vainottuun hazaravähemmistöön. Taibeh puhuu sujuvaa norjaa, opiskelee viimeistä vuotta lukiossa ja haaveilee lääkärin urasta.
Nyt Norja uhkaa palauttaa Taibehin Afganistaniin, mutta hänen ystävänsä ovat toista mieltä. Yli tuhat koululaista järjesti mielenosoituksen pysäyttääkseen perheen palauttamisen Afganistaniin. He ovat saamassa tukea myös poliitikoilta: Norjan eduskunnassa on tehty aloite, jotta palautukset Afganistaniin keskeytettäisiin, kunnes Afganistanin turvallisuustilanne on arvioitu uudelleen. Jos aloite menee läpi, Norjan eduskunta äänestää asiasta jo ensi viikon torstaina 9.11.
Jos Norja pysäyttää palautukset Afganistaniin, niin Suomen palautuspolitiikka näyttää entistä kyseenalaisemmalta. With this letter I would like to express my concerns about Norway’s returns of Afghan asylum-seekers to Afghanistan. I am particularly concerned about the case of Taibeh, an 18 years old student and currently at risk of return to Afghanistan together with other members of her family.
On 5 October Amnesty International released the report Forced Back to Danger: Asylum-Seekers Returned from Europe to Afghanistan. The report, based on extensive desk and field research conducted between May and September 2017, concludes that, given the deterioration in the security situation in Afghanistan, returns to Afghanistan cannot take place in safety and dignity. In light of these findings, Amnesty International has urged European governments to implement a moratorium on returns to Afghanistan.
In the last two years thousands of Afghans have been returned from Europe to Afghanistan. Unaccompanied children, as well as young adults who originally reached Europe as unaccompanied children, have been among the returnees. According to Eurostat, Norway has returned 760 Afghans to Afghanistan in 2016, and during the first four months of this year 172.
These returns are taking place despite evidence that people returned to Afghanistan face a real risk of serious human rights violations.
Amnesty International considers that all returns to Afghanistan are not only reckless, but also illegal under international law, as they violate the principle of non-refoulement, which prohibits States from returning anyone to a place where they are at a real risk of serious human rights violations – such as persecution, or torture and other cruel, inhuman, or degrading treatment or punishment.
Taibeh Abbasi is a student of Afghan origin, born in Iran, who is at risk of return to Afghanistan, a country she has never been to. Many, including students, have engaged in her case in Trondheim calling on the Norwegian authorities not to return her and the family to Afghanistan. I believe forcing them back to Afghanistan would expose them to danger and call on the Norwegian government:
- Not to send Taibeh Abbasi and her family to Afghanistan
- To implement a moratorium on returns to Afghanistan until they can take place in safety and dignity
- To ensure that age assessments of asylum-seekers are based on respect for a child’s dignity and his or her best interests.
